Reporting to the Senior Manager, Talent Acquisition and Organization Development, this role is responsible for developing and contributing to the Talent and Organization Development Portfolio and working as an integral part of an integrated HR Service Delivery Team to provide solutions that respond to organizational needs and build capacity/capability at an organization, leader and/or team level.  This role holds both program and client responsibilities, requiring strong expertise in writing and modernizing HR Policies along with developing and implementing diversity, equity and inclusion strategies.

 

The Advisor, Talent and Organization Development will be responsible for a broad range of Organizational Development and Learning subject areas, including Workforce Planning, Change Management, Organizational Design, Leadership Development, Performance Management, Succession Management, Learning and Development and Employee Engagement. The role requires continuous ccollaboration with sponsors and clients, needs analysis, program development, program delivery and execution, success assessment, and program adjustment. The Advisor works closely with the Human Resources specialists to define and respond to client needs, applying best practices in Talent and Organization Development.  

 

KEY RESPONSIBILITIES

  • Lead or participate in the development, implementation, maintenance and modernization of Human Resources policies; advising and assisting the team as subject matter expert on HR policies.
  • Lead or participate in the development, implementation and maintenance of divisional policies and strategies that enable flexibility and discretion, develop partnerships and encourage collaboration.
  • Lead or participate in the development, implementation and maintenance of leadership development programs that engage leaders at all levels.
  • Lead or participate in the development, implementation and maintenance of the City’s succession planning process and tools.
  • Lead or participate in the design, implementation and maintenance of the Employee and/or Leader Performance Management systems including logistics, design, communication, implementation, training, and on-going support.
  • Lead or participate in the design and implementation of a framework and strategies that contribute to a vibrant and healthy workplace.
  • Lead or participate in the design and implementation of various diversity, equity, and inclusion strategies and initiatives.
  • Use coaching and mentoring skills to support initiatives such as leadership development, team building and individual development.
  • Through the provision of best practice Organizational Development interventions, support leaders and their teams in the successful implementation of change. Consult with all levels of management and staff to help identify the human impact of business and process change.
  • Partner within Human Resources and the business to conduct a workforce assessment and understand current/future business needs and talent requirements to design and implement a comprehensive strategic workforce plan.
  • Lead the design, development and delivery of targeted OD interventions to enhance individual, team and organizational performance and support the City’s strategic plan and/or Department specific initiatives.
  • Design and/or facilitate strategic planning, operational planning, team development and other customized interventions.
  • Apply expertise in instructional design and adult learning principles to design, deliver, manage and evaluate learning and development programs using a variety of learning methods that appeal to various learning styles.
  • Keep abreast of current Organizational Development and Learning research and trends to ensure that the City’s Organizational Development and Learning programs incorporate leading edge practices.

SELECTION CRITERIA 

Education:

Post-secondary degree or diploma in Human Resources, Adult Education, Organizational Development, Industrial-Organizational Psychology, Business or related field.

Master’s Degree an asset.

Experience:

  • 5-7 years Human Resources learning and organizational development experience preferably in a public sector environment.
  • Experienced in developing and implementing leadership and performance solutions.
  • Experience with and certification in recognized psychometric tools is strongly desired.

Other Skills and Assets:

  • Solid ability to apply concepts of Organization Development, Learning, Diversity, Equity, Inclusion, and Policy Modernization
  • Ability to identify business needs, initiate, coordinate project resource requests
  • Strong Customer Service and People Management skills; Interface with internal and external customers to meet corporate service standards
  • Detail oriented, well organized, and able to coordinate and multi-task to accomplish a variety of tasks and activities meeting conflicting priorities and timelines
  • Analytical skills for complex problem solving
  • Computer proficiency in Microsoft office/software
  • Strong research, analytical and creative skills as they relate to program and process design/development.
  • Conceptual thinker with sound judgment who can gather, analyze and translate best practice information into practical solutions that support the business in achieving goals and priorities.
  • Excellent interpersonal and communication skills including consulting and presentation skills at senior levels and the ability to collaborate effectively with a broad range of stakeholders at various levels.
  • Strong organizational and project management skills.
  • Experienced in developing and implementing leadership and performance solutions.
  • Values based team player who contributes to the development of others.
  • Lifelong learning who is energized by helping to support business change.
  • OD certificate and/or CHRL designation preferred.
  • Certification/training in Leadership Coaching is strongly desired.
  • Prosci Change Management Certification or equivalent is strongly desired.
  • Certification to lead recognized Leadership and/or Personal Effectiveness curriculum is strongly desired.
  • Experience with and certification in recognized psychometric tools is strongly desired.
  • Certification in Diversity, Equity, Inclusion is strongly preferred.
