POSITION DUTIES:
Reporting to the Manager, Banking & Investments, the Analyst, Cash Management (Analyst, Investment & Cash Management) will assist to ensure effective financial control and reporting on cash management. This position will provide support in the management and reporting of the large investment portfolio and will ensure the City's investment returns are maximized, investment risk is minimized and cash is available when required to meet the City's financial obligations. This position will assist in maintaining strong financial management of the City's surplus funds.
- Conduct daily cash position reconciliation, prepare short-term and long-term cash flow forecasts. Regularly monitor cash flow needs and assess progress against reported forecasted values.
- Assist in portfolio management to ensure the City’s investment policy, strategies and guidelines are adhered to.
- Conduct research on various investment subject matters, such as economic impacts, market studies and comparative benchmarking.
- Provide recommendations and designs of trading proposals. Assist in providing investment reviews and communication of portfolio positions to management.
- Maintain all investment records; prepare investment reports and participate in investment portfolio performance evaluations.
- Prepare financial analysis and reports as necessary to the City treasury function.
- Responsible for the reconciliation and assistance with accounting for the City’s funds under investment management.
- Prepare and maintain internal financing repayment schedules in accordance with City policies.
- Manage the Trust Fund Investment Portfolio.
- Monitor existing banking services and regular follow up to resolve issues.
- Assist in the implementation of new banking services and tendering the banking services.
- Assist in reviewing policies, administrative practices and procedures and make appropriate recommendations to improve cash management practices.
- Perform additional similar and related duties as assigned.
SELECTION CRITERIA:
EDUCATION:
- Equivalent to University graduation in Business Administration, Finance or equivalent with additional specialized courses.
EXPERIENCE:
- Over four (4) years, up to including eight (8) years experience in a securities or financial environment.
REQUIRED LICENCE CERTIFICATION:
- Must possess MBA, CA, CGA, CMA or CFA designation.
OTHER REQUIRED SKILLS & ASSETS:
- Working knowledge of the securities industry (money market and bond market) is required along with a solid foundation in investment and portfolio management.
- Completion of the Canadian Securities Course (CSC) would be an asset.
- Requires strong analytical, mathematical, statistical and computer skills.
- Must be proficient in Excel and other Microsoft Window applications.
- Exceptional written and verbal communication and interpersonal skills with an emphasis on customer service.
