Reporting to the Director, Road Maintenance, Operations & Fleet, this position is responsible for overseeing the successful delivery of the municipalities of Brampton and Caledon’s various waste management contracts and waste collection operations (curbside, remote bin site, bulky waste, multi-residence, etc.). The Manager also oversees the management of the waste collection container inventory, development and management of the waste collection budget, procurement and oversight of waste collection contractors, supervision of waste collection staff, and coordination with local municipalities.

Utilizing exceptional customer service, contract administration and analytical/problem solving skills, the position will provide direction to the collections team and manage contractors providing the public-facing waste and diversion programs serving Brampton and Caledon’s diverse urban and rural communities. This position will provide essential, diplomatic customer service support and advocacy for diversion initiatives and programs.

KEY RESPONSIBILITIES

 

Hires and manages reporting staff within the section by interviewing, selecting, orienting, coaching, developing, performance managing and, if necessary, terminating reporting staff. Assigns and manages the performance objectives of direct reports. Responsible for directing section staff to ensure work is performed in accordance with departmental and divisional quality and service standards. Identifies training and development needs and initiates appropriate staff development programs. Supports diversity and inclusion within the Waste Collection section.

 

  • Provides functional direction, advice and guidance in developing the sectional organizational structure.
  • Manages day-to-day curbside collection operations and ensures contract compliance for other solid waste management service contracts including but not limited to – recycling haulage, remote bin site waste collection, bulky waste collection, Multi-residential collection.
  • Assists in negotiating, on behalf of the City, with contractors and service providers to ensure the provision of compliant, effective programs. Directs administration of contracts with consultants.
  • Directs the development, implementation, administration, and monitoring of waste collection services, contracts, performance measures, citizen satisfaction, and waste reduction and diversion programs and policies. Directs waste communication strategies to educate and engage citizens and maximize program participation.
  • Manages contractor(s) and/or staff, liaises with supervisors on health and safety matters, scheduling, site issues, and customer service complaints.
  • In collaboration with the Waste Collection Services team, contractor(s), and by-law, investigates, problem solves, and resolves escalated customer service complaints and collections-related operational challenges such as missed collection, winter collection impacts, location of common collection points, application of the waste management by-law to various situations, etc.
  • Oversees creation of public education and promotional materials and messaging relayed via the City website, collection calendar, and various media. Provides direction to the waste team on how best to inform and encourage residents to participate in diversion programs and reduce garbage.
  • Ensures diversion programs (batteries, tires, Municipal Hazardous or Special Waste (MSHW), Waste Electrical and Electronic Equipment (WEEE), blue box recyclables, etc.) are managed in a prudent and cost-effective manner with related services procured in a timely manner in accordance with provincial and Municipal policies and related legislation.
  • Provides review, comment, and recommendations for Development Approval applications in regard to waste collection and servicing.
  • Provides input into the development and implementation of collection and customer service-related policies and procedures.
  • Researches, reviews and recommends new methods and programs for waste collection and diversion.
  • Manages and supports collection-related special projects such as the waste management strategy, changes to waste collection services and diversion programs, promotion and education special events, etc.
  • Develops and reviews tenders, REIs, RFPs, and quotes for area of responsibility. Manages the scheduling and timing of the release of procurement opportunities to ensure continuity of service and contracts.
  • Provides input into the Waste Collection Services budget to ensure operating expenditures are within assigned authority and approved limitations.
  • Purchases materials, supplies, services, and equipment according to needs, budget limitations and purchasing policy as approved by the budget and review invoices to ensure accuracy.
  • Prepares and reviews Committee and Council reports, public reports and presentations, by-laws, and agreements for area of responsibility.
  • Participates on various related committees, attends public consultation/ information sessions, and workshops, as required.
  • Monitors provincial policy changes impacting Municipal waste programs and participates in provincial organizations (such as AMO, the Municipal Waste Association, Ontario Waste Management Association, etc.) and advocates on behalf the City of Brampton.
  • Manages employees in a manner consistent with City values, policies and procedures, including selection, work scheduling, training and performance evaluation.
  • Accountable for the safety and security of employees and facilities and ensure that employees work safely and in compliance with the relevant statutes and regulations and with the safe work procedures and directives as established by the City.
  • Prepares and implements contingency plans for service disruptions due to strikes, supply chain issues, pandemics, and other major disruptions.
  • Prepares and implements emergency response plans for fires, natural disasters, and other emergencies that could disrupt collection operations.
  • Ensures Waste Collection Operations and performance of contracted waste collection service providers adheres to Provincial Acts and regulations, municipal by-laws and policies and Regional policies and procedures.
  • Ensures all work is performed in accordance with the Occupational Health and Safety Act and takes appropriate action as required when hazardous work practices are identified.
  • Related duties, as assigned.

SELECTION CRITERIA

EDUCATION:

  •  Graduate of a three (3) year post-secondary program in Environmental Science, Engineering or related discipline, or equivalent. A combination of related education and practical experience may also be considered.
  • Member in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) holding either a C.Tech. or C.E.T. designation would be considered an asset.

EXPERIENCE:

  •  5–7 years of experience in a relevant field or industry, plus 2–3 years of supervisory or leadership experience
  • Thorough knowledge of waste management operations and best practices, municipal government and by-laws – knowledge could be obtained through educational programs and/ or on-the-job learning.
  • Strong understanding of environmental/ waste legislation, guidelines, policies and initiatives.

 OTHER SKILLS AND ASSETS:

  •  Excellent oral and written communication, along with strong facilitation, negotiation and conflict resolution skills are required to interface with multiple stakeholders in a variety of situations.
  • Proven interpersonal and functional leadership abilities and the ability to deliver and implement strong operational standards and a consistent level of customer service.
  • Must show initiative, ability to receive and provide direction and ability to work with minimal supervision.
  • Demonstrated technological proficiency with a wide array of programs and applications.
  • Valid Ontario driver’s license.
  • Understanding of multiple cultural frameworks, values and norms and a demonstrated flexible style when faced with dimensions of culture in order to be effective across cultural contexts. Understands the dynamics of cross-cultural and inclusion-related conflicts, tensions, misunderstandings, and opportunities. In addition, recognizes and addresses one’s filters, privileges, biases, and cultural preferences with a commitment to continuous learning and improvement in diversity, inclusion, and cultural competence.
  • Ability to lead transformative change in line with the vision and values of the Senior Leadership Team while delivering on the expectations of an evolving workforce and regional residents. Is able to discern when to inquire, advocate, drive, or resolve more decisively.
  • Ability to assess, interpret, and communicate documents, policies, and procedures, technical reports, and related literature. Ability to write technical reports to Council and Committee, and project reports, policies, correspondence, and other documents, requiring complex descriptions and explanations to Federal agencies, Provincial ministries, engineering and planning consultants, developers, and the public.
  • Ability to synthesize unique and complex issues regarding engineering, economics, planning, environmental concerns, public perceptions and politics, and make inquiries to obtain information to form opinions, make decisions, and advise. Ability to monitor news media to keep current on local and national issues, policies, and developments relevant to the Section.
  • Computer skills with ability to use software such as Microsoft Office and databases.
  • Ability to adjust schedule or work additional hours on weekends and evenings to respond to emergencies, Councillors, and for public open houses and information sessions.
  • Ability to travel within the Region.
  • Ability to support and demonstrate the City of Brampton’s values.
