POSITION DUTIES:
Reporting to the Director, Cultural Services, this position provides senior-level strategic and operational leadership to advance the City of Brampton’s readiness for the future transfer of the Peel Art Gallery, Museum and Archives (PAMA), effective January 1, 2028, through the design and integration of a new Museums & Collections line of business.
The role operates within a multi-party governance structure where the PAMA Transition Board provides strategic direction and oversight, the Region of Peel maintains operational responsibility during the transition period, and external advisors (including KPMG) support operating model development.
Within this context, the position is accountable for leading the City’s internal planning, integration, and operational readiness work, translating Transition Board direction and consulting outputs into City-ready service models, implementation plans, and decision frameworks. The role ensures that the City is prepared to assume operations with a cohesive, financially sustainable, and operationally viable Museums & Collections service
Museums & Collections Strategy and Service Model Development
- Lead the development of an integrated Museums & Collections service framework, including mandate, scope, and service delivery model
- Define how PAMA, gallery and exhibition functions, heritage sites (including Bovaird House and Alderlea), and programming operate as a coordinated municipal service
- Establish clear roles, relationships, and workflows between collections stewardship, curatorial practice, exhibitions, and public programming
- Align the Museums & Collections service with existing Cultural Services lines of business while defining a distinct and sustainable service identity
- Ensure alignment between external operating model work (including KPMG) and the City’s broader Cultural Services framework
- Identify service delivery options, including governance considerations, programming approaches, and partnership opportunities
- Develop long-term vision and positioning for municipal museum and gallery services in Brampton
- Prepare briefing materials, business cases, and strategic recommendations for senior leadership and Council
- Align work with broader corporate initiatives and transition-related studies
PAMA Transition Planning and Readiness
- Lead Cultural Services’ role in transition planning to support the future transfer of PAMA
- Translate Transition Board direction into actionable City requirements, including service delivery expectations and operational implications
- Develop and maintain a City-focused transition roadmap, including key milestones leading to January 1, 2028
- Identify and document readiness requirements, dependencies, and constraints across systems, staffing, and operations
- Establish and monitor readiness frameworks and validation criteria to ensure preparedness for transfer
- Identify, assess, and escalate risks to the City’s future assumption of operations, including financial, operational, and reputational risks
- Coordinate cross-functional planning across Finance, HR, Legal, IT, Planning, Communications, and Facilities
- Support development of implementation plans, timelines, and resource requirements
- Provide ongoing updates, analysis, and advisory support to senior leadership
Bovaird House Collections and Strategic Positioning
- Lead a comprehensive review of collections, assets, and current operations at Historic Bovaird House
- Develop and oversee implementation of a collections management and rationalization strategy, including retention, deaccessioning, and transfer
- Establish or refine collections management standards, documentation practices, and risk mitigation protocols
- Develop recommendations for the future role, function, and positioning of Bovaird House within the Museums & Collections portfolio
- Align site operations and programming with the future integrated service model
- Oversee development of an interim programming and operating approach during the transition period
- Ensure collections and curatorial decisions support long-term exhibition, programming, and public engagement outcomes.
Operational Planning and Financial Modelling
- Translate operating model concepts (including external consulting work) into practical, implementable City operating plans
- Develop costed operating models, including staffing requirements, budget forecasts, and infrastructure needs
- Define future-state workflows, procedures, and service delivery standards across all sites and functions
- Establish alignment between collections management, curatorial development, exhibitions, and programming delivery
- Identify resource requirements, gaps, and financial pressures, and propose mitigation strategies
- Support development of multi-year implementation and operational plans leading to the transfer date
- Ensure alignment between strategic direction and operational feasibility
- Inform long-term financial sustainability planning for the Museums & Collections service
Stakeholder Coordination and Strategic Advisory
- Provide senior-level strategic advice to the Director, Cultural Services and Community Services Management Team
- Support coordination between City staff, the PAMA Transition Board, and external consultants
- Liaise with internal departments, including Finance, Budget Office, Legal, HR, Planning (Heritage), Communications, IT, and Facilities
- Ensure the City’s interests and requirements are clearly represented in transition planning processes
- Engage with heritage stakeholders, community organizations, and cultural sector partners
- Prepare reports, briefings, and presentations for internal and external audiences, including Council
- Identify and communicate risks, issues, and mitigation strategies
- Build relationships and influence across divisions to advance complex, cross-functional work
SELECTION CRITERIA
Education:
- Post-secondary degree in Museum Studies, Cultural Heritage Management, Arts Administration, Public Administration, or a related field.
Experience:
- Minimum 10 years of progressively responsible experience in museum operations, cultural planning, or heritage management
- Experience in service model development, organizational planning, or transformation initiatives
- Experience supporting large-scale organizational transition, service integration, or implementation initiatives
- Experience contributing to operating model development, budgeting, or financial analysis in a public or institutional context
- Experience working within a municipal or public-sector environment preferred
- Demonstrated experience with collections management and curatorial practices
- Experience working in complex, multi-stakeholder environments
Special Requirements:
- Strong knowledge of museum standards, collections management, and curatorial practices
- Strategic thinking and ability to translate high-level direction and operating model concepts into practical, implementable service and financial plans
- Strong project leadership and coordination skills
- Ability to provide strategic advice within complex governance structures, including boards and senior leadership environments
