Reporting to the Supervisor, By-Law Enforcement, the Team Lead plays a key role in supporting the delivery of effective and efficient by-law enforcement services. This position provides daily operational direction to a team of officers and supports the Supervisor, By-Law Enforcement in implementing policies, procedures, and service standards. The Team Lead is responsible for assisting in resource coordination, quality control of investigations and documentation, and providing mentorship to staff while ensuring consistent and professional enforcement of municipal by-laws to maintain public confidence and community standards.

Positions Duties and Responsibilities:

1.SUPERVISION

  • Supports the Supervisor, By-Law Enforcement in assigning, scheduling and monitoring daily work assignments ensuring sufficient resources and adequate staffing levels are maintained to meet workload demands.
  • Provides guidance and support to Enforcement staff to ensure proper handling of complaints, investigations and enforcement action.
  • Ensures that investigations are conducted with consistency, fairness, and due diligence, in alignment with municipal standards.
  • Ensure officers are equipped and prepared to perform duties safely and effectively in accordance with health and safety standards and policies.
  • Conduct routine review of documentation, note taking and Amanda entry for completeness and adherence to quality standards.
  • Provides training, orientation, and in-field support to staff
  • Escalates issues and/or violations to the Supervisor, By-Law Enforcement

2. CUSTOMER SERVICE AND COMMUNICATION

  • Responds to escalated public inquiries and complaints, providing clear and professional communication in sensitive or high-profile matters.
  • Responds to calls for service as required, and conduct other operational duties as assigned
  • Supports the Supervisor in maintaining effective relationships with internal departments, external agencies, and community stakeholders.
  • Promote effective working relationships with law enforcement and other emergency services personnel (i.e., Peel Regional Police, Brampton Fire and Emergency Services, Security Services)
  • Ensure investigations are carried out efficiently and effectively to meet or exceed service standards.
  • Communicates and coordinates scheduling, staffing, equipment, record keeping, and related matters, to ensure consistent delivery of services.
  • Communicates clearly, efficiently and professionally to staff, management and other stakeholders.

3.COLLECT AND RECORD INFORMATION

  • Collects and records information relevant to Enforcement & By-Law Services in accordance with City of Brampton policies and procedures.
  • Take comprehensive statements and notes that contain all details relevant to the matters being responded to.
  • Identifies recurring issues or trends and provides input to the Supervisor on procedural improvements or training needs.
  • Ensures team compliance with records management practices, including timely and accurate entry into enforcement systems such as Amanda or equivalent.
  • Assists Supervisor, By-Law Enforcement in the completion of incident reports
  • Maintains appropriate confidentiality of information created or encountered while performing assigned duties.
  • Escalates issues to Supervisor, By-Law Enforcement & Manager for awareness and resolve.
  • Recommend changes to appropriate by-laws for enforcement improvement.

4. ADMINISTRATION

  • Reviews reports and notebooks completed by officers to ensure accuracy and timely completion.
  • Reviews, edits, approves and disseminates applicable communication information.
  • Supports, trains, evaluates, assesses and analyzes performance
  • Monitors, reviews, and makes recommendations for all policies and procedures, ensuring that operational requirements are being met and enhanced.
  • Inspects and keeps an inventory of the systems and equipment under his or her supervision, ensuring that they are in good working order.
  • Provides administrative support to ensure efficient operations.
  • Collect and record information relevant to security issues in accordance with City of Brampton policies (Human Rights, Confidentiality, etc.) and procedures.
  • Prepare, review, distribute and file daily memos, staff records, correspondence and other pertinent communications.
  • Performs additional similar and related duties as assigned.

Minimum Qualifications:

Education:

  • Post-secondary education, with a degree or diploma in Public Administration, Law and Security, Police Foundations, Criminology.

 Experience:

  • Minimum (3) three to five (5) years’ experience in enforcement
  • A minimum of two years of supervisory experience or team leadership experience, preferably in a unionized environment

Required Licence and Certification:

  • A valid non-probationary class G driver’s licence.
  • Ability to obtain a COB permit.
  • Ability to successfully complete mandatory training and recertification as required.
  • Ability to work rotating shifts including days, evenings, and nights (including weekends and statutory holidays).

Other Skills and Assets:

  • Knowledge of municipal by-laws an asset
  • Knowledge and understanding of applicable federal, provincial, and municipal legislation
  • Sound knowledge of Municipal Act & Planning Act and Provincial Offences Act.
  • Experienced in proper investigation procedures to ensure that investigations are properly handled and documented.
  • Proficient in MS Office
  • Exceptional written and verbal communication and interpersonal skills with an emphasis on customer service.
  • Highly developed interpersonal and customer service skills including conflict resolution, problem solving, decision making and situational awareness.
  • Strong organizational, prioritization and time management skills
  • Strong coaching, mentoring and staff development skills.
  • Strong analytical skills necessary to resolve problems and look for solutions.
  • Ability to work independently or as part of a team.
