AREA OF RESPONSIBILITY:

Reporting to the Supervisor, Facility Development and Capital Planning, the Coordinator, Recreation Facility Projects will ensure all City sport and recreational facility development and capital implementation needs are strategic, entrepreneurial, meet the needs of Recreation and the Brampton community, and are aligned with all international, national, provincial sport and related policies, priorities and programs.  

The Coordinator, Recreation Facility Projects is responsible for project management responsibilities related to the coordination and delivery of capital projects including operational State of Good Repair (SOGR) work performed by miscellaneous construction contractor(s). The coordinator will manage projects from design to implementation, for City-owned recreation assets to ensure assigned projects are completed on time, within budget and to the standards required by legislation and the City’s established internal project management standards, policies and practices. Assists in the preparation of project charters, project business cases, plans and schedules, provides expertise, consultation, and analysis.

Project Coordination:

  • Develop overall project timelines, budgets, detailed product design/formulation specifications, develop and implement effective reporting to keep project stakeholders informed on key project metrics.
  • Coordinate and oversee the delivery of recreation, construction and enhancement projects of City assets as assigned from start to finish, including concept, design, cost estimating, tender, construction and commissioning.
  • Coordinate execution of project plans and projects for the construction, inspection, repair, and maintenance to ensure minimal impact to client programs and engage stakeholders through all phases of the project.
  • Create Project Charters that outline the schedule (including critical path) and associated tasks, action items, operational priorities, risk, mitigation strategies and deliverables.
  • Coordinate the work of service and construction contractors as it relates to facility projects, existing Life Cycle Replacements and State of Good Repair (SOGR).
  • Acts as a liaison between Recreation and other departments and divisions (Building, Design and Construction/Parks/Public Works/Facilities Operation and Maintenance) on key projects.

Contract Administration:

  • Work with internal clients to accurately define and plan the scope of work to be completed. Coordinate the gathering of program information for the preparation of drawings and specifications
  • Obtain relevant information from other departments or authorities having jurisdiction
  • Review, approve and track change orders and progress payments initiated by consultants and contractors
  • Support and Lead internal and external working groups, setting agendas, documenting processes and reporting finding and conclusions
  • Supervision. Responsible for the recruitment, supervision, performance feedback and development of staff. Manage and oversee administrative duties and ensure timely project completion for the section. May also be required to coordinate part-time and volunteer staff as required.

Project Design, Management & Strategic Planning

  • Develop project outlines, descriptions and implementation plans to support facility development and capital projects.
  • Represent recreation interests and work cooperatively with other City divisions to plan, develop, deliver and monitor the recommendations of the Parks & Recreation Strategic Master Plan, Term of Council Priorities and Recreation annual work plans.
  • Makes recommendations and provide comments to ensure facility developments remain innovative, quality, in line with current trends and regulations, and meet the needs of the community.
  • Facilitates meaningful and productive conversations with Recreation staff, and acts as the liaison between Recreation and various divisions to ensure Recreation’s needs are met in facility planning, design and construction
  • Flags concerns regarding project deliverables, timelines, sensitivities and deficiencies with the approval leaders.
  • Identifies and supports grant submissions as required.

Reporting and Communication. 

  • Identify, evaluate, and analyze current trends in sport, recreation and facility development. Research, consult and provide recommendations and feedback on the development or redevelopment of suitable sport and recreational facilities to accommodate new or existing growth.  
  • This position will also be responsible for identifying key issues for senior management, for preparing reports and recommendations for senior management’s consideration, to establish policies, procedures, standards and guidelines in support of the initiatives undertaken.
  • Provides regular project updates to the Recreation leadership team on all ongoing projects.
  • Maintains an up-to-date central tracking system for all ongoing projects and keeps a pulse on the status of all projects.

Budgeting

  • Accountable to work within approved project budgets and record expenditures, prepare tenders and requisitions, following all corporate purchasing requirements, and monitor the budget.
  • Make recommendations regarding project expenditures to ensure projects remain within approved budget and escalate concerns accordingly. 
  • Maintain statistical information to aid in decision making for planning and executing sport and recreational facility development.
  • Manage and monitor a project’s full life cycle budget to meet corporate policies and guidelines and ensure budget compliance, in cooperation with the Supervisor, Facility Development and Capital Planning and Manager, Strategic Community Development and Partnerships.  

 

SELECTION CRITERIA

Education:

  • Post-secondary degree or diploma in a recognized college or university program in engineering, architecture, or construction technology, Sport Facility development or equivalent in related field.
  • Professional designation such as OAA, P.Eng, PMP or a member in M.A.T.T.O, Project Management institute or other recognized technical association would be considered an asset.
  • Working knowledge of AutoCAD, working drawing and specifications, and CCDC2 (Canadian Construction Documents committee)

Experience:

  • 3 – 5 years' experience in sport or recreation facility development and construction project management.
  • Working knowledge of relevant legislation including, but not limited to the Ontario Building Code, Fire Code, Occupational Health and Safety Act and Construction Act
  • Knowledge of federal and provincial sport and recreation organizations, policies and resources
  • Experience and/or education in sport facility development.
  • Experience and/or education in grant application and management.

Special Requirements:

  • Financial/large scale budget management experience.
  • Excellent organizational, interpersonal, written and oral communication and customer service skills.
  • Ability to work with a wide variety of individuals to prioritize and manage deadlines and competing priorities
  • Able to work in a self-directed manner.
  • Availability to attend evening and/or weekend meetings or other events as required
  • Experience and strong working knowledge of personal computers; proficiency
